Manifest 99 is a narrative VR experience developed and published by Flight School Studio, a studio based in Dallas, Texas.[1] It is set on a train in the afterlife and is played without a controller. It was released on Steam on 12 September 2017 for SteamVR headsets,[2] the same date Road to VR gave for the PlayStation VR version, Flight School Studio's first PSVR title.[3] The PlayStation version reached Europe on 19 December 2017.[1] The Steam listing marks it as VR-only and it is not in Early Access.[2]
Overview
The player travels aboard a train in the afterlife, shared with a flock of crows and four passengers. Road to VR describes the passengers as the ghosts of a bear, a doe, an owl and a crow, each of whom represents a chapter of the experience.[3] Meeting a passenger's gaze reveals more about why they are on the train.[3]
The game uses no controller. Instead, the player moves by fixing their gaze on a crow, which shifts the view to that bird's perch and shows the scene at the bird's scale.[1] The Steam page says it can be played seated or standing.[2] The developers say the gaze mechanic advances the story and that puzzles were designed around it.[1]
Reception
The Steam listing credits the game with the Juried Independent Award at the Future of Storytelling, Best Interactive Narrative VR Experience at the Raindance Film Festival's VRX Awards, and the Grand Jury Prize at FIVARS in Toronto.[2] Steam user reviews were rated "Very Positive" as of October 2026, with 61 of 70 reviews positive.[4]
